As he need grows for forecasts at the personal experience level, and as the community moves from forecasting weather towards forecasting exposure, there is an increasing need for consideration of micrometeorology -- the way in which the air interacts with the surface. We have structured much of today's forecasting capability on the results of studies performed in outdoor laboratory contitions. The methods that are axccepted today are based on the results obtained at Kerang, Hay, Gurley, Kansas, and Tsimlyansk. Each was selected solely because it enabled specific theories to be addressed. We can now address the outdoor laboratory circumstance with some considerable confidence, but today's applications require a different approach. Some variations on traditional thinking will be presented, and the concept of urban testbeds will be introduced.
